How buyer make it work, thanks for his contribution on this issue:

 

I am having trouble with getting it to work.
I have it hooked up to a 24v 5AMP power supply.
I have only connected one motor at this time as I am trying to get it to work and understand it before putting it all together.
I have Windows 10 64bit
I have Mach3 installed, the license file properly placed.
I have put the plugin in the right place and it is selected as the right driver.
I went through the manual twice and made all the settings shown in the images and described in the notes.
With the power on and the motor wired, the motor is LOCKED such that I cannot freely spin it. It is a NEMA23 280oz 1.8 degree 3.3v 2.8amp stepper motor.

I have tried to use hotkeys directions to make the motor move as well as the press tab key and use the pendant/jog controller to make the motor move. But it does not move. I have tried every possible setting and every possible direction there.

In computer management, when I look for the board I find it in the Universal Serial Bus controllers section listed as "Unknown USB device (Device Descriptor Request Failed)" it then goes on to say that "Windows has stopped this device because it has reported problems. (Code 43) A request for the USB device descriptor failed." I unplugged it and plugged it back in to make sure that was the specific device and it is.

The computer has been restarted since attaching the device to it, so that does not seem to be the problem. It is connected using the USB cable you provided.
