Set portapack in hackrf model, use the osmosdr_siggen to generate rf signal and tested tcxo ref. clock ppm.

PPM = (1 - (4.09999817 / 4.1)) * 1000000 = 0.4463414634, under 0.5ppm.

Usage:
./gps-sdr-sim -e brdc3540.14n -s 2500000 -b 8 -o gpssim.c8

Create text file named "gpssim.txt" context:
sample_rate=2500000
center_frequency=1575420000

And copy this two files into SD card at some dir:
./gpssim.c8
./gpssim.txt
